DoDEA 1342.12 Companion Manual (2017)
The DoDEA 1342.12 Companion (2017) was developed as a reference to assist teachers, administrators, and related service providers in implementing special education services under the Individuals with Disabilities Education Act (IDEA) and Department of Defense Instruction and Manual (DoDI/DoDM) 1342.12.
Although the Companion expressly states that it does not create policy or any substantive or procedural rights enforceable by law, and that the governing DoDI/DoDM prevails in the event of a conflict, it provides extensive explanatory guidance and practical information intended to support the day-to-day implementation of special education services.

Not aligned with recent case law
Led to compliance issues (subjective interpretations)
As of July 2026, I have been unable to locate this Companion on DoDEA's public website and have not found any publicly available notice indicating whether it has been withdrawn, rescinded, superseded, replaced, or otherwise removed from public access. Consequently, it is currently unknown whether this Companion remains an active reference, is now intended for internal use only, continues to be used by DoDEA personnel without public availability, or has been formally discontinued.
Because this document may continue to provide valuable historical and educational context for families, educators, advocates, and researchers, I am preserving a copy here for reference.
